SYNOPSIS
Honors astronaut Scott Kelly.

A Concurrent Resolution honoring astronaut Scott Joseph Kelly for his completion of a historic one-year continuous mission in space.
Whereas, Scott Joseph Kelly was born February 21, 1964 in Orange, New Jersey and graduated from Mountain High School in West Orange, New Jersey; and
Whereas, Scott Kelly received a Bachelor of Science degree in electrical Engineering from the State University of New York Maritime College (SUNY Maritime College) in 1987 and a Master of Science degree in Aviation Systems from the University of Tennessee, Knoxville in 1996; and
Whereas, In May 1987, Scott Kelly received his commission in the United States Navy from SUNY Maritime College and in 1989 was posted as a naval aviator in Beeville, Texas; and
Whereas, Upon completing his training, Scott Kelly made overseas deployments to the North Atlantic, Mediterranean Sea, Red Sea, and the Persian Gulf; and
Whereas, Scott Kelly also completed training at the United States Naval Test Pilot School in 1994, and upon graduation, he logged over 8,000 flight hours in more than 40 different aircraft and spacecraft and made more than 250 carrier landings; and
Whereas, After service to his county in the Navy for over two decades, Scott Kelly achieved the rank of captain and retired in 2012; and
Whereas, While Scott Kelly was still an active Navy pilot, he was selected to be an astronaut by the National Aeronautics and Space Administration (NASA) in 1996. During his time in NASA, Scott Kelly has served as a pilot, Mission Commander, flight engineer, and crew member of many space shuttle missions; and
Whereas, On March 27, 2015, Scott Kelly launched into space for a one-year mission to the International Space Station (ISS), serving as a Flight Engineer and Commander; and
Whereas, During his year-long voyage aboard the ISS, Scott Kelly remained in continuous orbit around the Earth and achieved the longest continuous amount of time that a United States astronaut has spent living in space; and
Whereas, While aboard the ISS Scott Kelly participated in hundreds of scientific studies and conducted three space walks; and
Whereas, Astronaut Scott Kelly participated in a one-year twin study in space while his identical twin brother, former NASA astronaut Mark Kelly, acted as a human control specimen on Earth, providing an understanding of the physical, behavioral, microbiological, and molecular reaction of the human body to an extended period of time in space; and
Whereas, Understanding the physiological effects on the human body due to long periods of time in space is not only pivotal for the United States' endeavor to send humans to Mars, but also contributes to the expansion of scientific knowledge that can benefit all humanity; and
Whereas, The one-year mission of Scott Kelly that ended when he returned to Earth on March 1, 2016 marks a significant step in reaching NASA's goals of future exploratory journeys to Mars, elsewhere in the solar system, and beyond; and
Whereas, Astronaut Scott Kelly embodies the drive, sacrifice, determination, and fortitude that make the United States of America a great country and serves as a great role model for our children and grandchildren; and
Whereas, Given this record of great accomplishments and selfless sacrifices, the Legislature of the State of New Jersey finds it fitting and proper to honor New Jersey native, astronaut Scott Kelly; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):
1. The Legislature of the State of New Jersey honors astronaut Scott Kelly of the National Aeronautics and Space Administration for accomplishing a one-year mission in space and a successful return home.
2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly or the Secretary of the Senate to NASA astronaut Scott Kelly and Administrator of NASA, Charles Bolden.
STATEMENT
This concurrent resolution honors the extraordinary accomplishments of New Jersey native, astronaut Scott Kelly. On March 27, 2015, Scott Kelly was launched into space for a one-year mission to the International Space Station (ISS). On March 1, 2016 after a year of great service to this country Scott Kelly safely returned to Earth.
During his 340-day voyage aboard the ISS, astronaut Scott Kelly remained in continuous orbit around the Earth and achieved the longest continuous amount of time that a United States astronaut has spent living in space. During his space voyage, Scott Kelly participated in hundreds of scientific studies and conducted 3 space walks. Astronaut Scott Kelly participated in a one-year twin study in space while his identical twin brother, former NASA astronaut Mark Kelly, acted as a human control specimen on Earth, providing a pivotal understanding of the physiological reactions of the human body to an extended period of time to the harsh environment of space.
The one-year mission of Scott Kelly marks a significant step in reaching NASA's goals of future exploratory journeys to Mars, elsewhere in the solar system, and beyond. Astronaut Scott Kelly embodies the drive, sacrifice, determination, and fortitude that make the United States of America a great country and serves as a great role model for our children and grandchildren.
Given this record of great accomplishments and long selfless sacrifices both in the United States Navy and in NASA, the Legislature believes that it is fitting and proper to honor New Jersey native astronaut Scott Kelly.
