SYNOPSIS
Urges DHS to share reports on presumptive eligibility for NJ FamilyCare with DHSS.

A Concurrent Resolution urging the Department of Human Services to share its reports on presumptive eligibility for the NJ FamilyCare Program with the Department of Health and Senior Services.
Whereas, The NJ FamilyCare Program allows for presumptive eligibility, an expedited eligibility process that provides health insurance coverage on a temporary basis when an uninsured pregnant woman or child under 19 years of age presents for treatment at a hospital, federally qualified health center, local health department, or other State-licensed community-based primary care provider; and
Whereas, The initial application for presumptive eligibility can be completed at the provider's location, with the pregnant woman or the child's legal guardian attesting to family income and other information required for the application; and
Whereas, Presumptive eligibility begins on the date of the initial application and lasts until the end of the following month; for continued health insurance coverage, a follow-up application must be filed with supporting documentation submitted to the appropriate county welfare agency or the Statewide eligibility vendor; and
Whereas, Hospitals conduct follow-up activities on presumptive eligibility applications, including telephone calls, field visits, and transportation assistance to promote the filing of follow-up applications for continued coverage; and
Whereas, DHS receives copies of presumptive eligibility applications and compiles reports indicating the number of presumptive eligibility applications that were submitted Statewide, the number that were subsequently approved or denied by DHS, the number that were followed up with supporting documentation to the county welfare agencies and Statewide vendor, and the number that resulted in full eligibility for coverage under the NJ FamilyCare Program; and
Whereas, DHS tabulates the data by provider, and if DHS were to share its reports on presumptive eligibility with the Department of Health and Senior Services (DHSS), DHSS would know how the various hospitals, federally qualified health centers, local health departments, and other State-licensed primary care providers throughout the State are helping uninsured pregnant women and children take advantage of presumptive eligibility and, ultimately, full eligibility for the NJ FamilyCare Program; and
Whereas, It would be a simple but valuable initiative to have DHS share its reports on presumptive eligibility with DHSS; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):
1. The Legislature respectfully urges the Department of Human Services to share its reports on presumptive eligibility for the NJ FamilyCare Program with the Department of Health and Senior Services, on a regular basis.
2. Duly authenticated copies of this concurrent resolution, signed by the Speaker of the General Assembly and the President of the Senate and attested by the Clerk of the General Assembly and the Secretary of the Senate, shall be transmitted to the Commissioner of Human Services, the Commissioner of Health and Senior Services, and the Governor.
STATEMENT
This concurrent resolution respectfully urges the Department of Human Services (DHS) to share its reports on presumptive eligibility for the NJ FamilyCare Program with the Department of Health and Senior Services (DHSS).
Presumptive eligibility is an expedited eligibility process that provides health insurance coverage on a temporary basis when an uninsured pregnant woman or child under 19 years of age presents for treatment at a hospital, federally qualified health center, local health department, or other State-licensed community-based primary care provider. DHS compiles reports on presumptive eligibility and the sharing of these reports with DHSS would allow DHSS to know how the various hospitals, federally qualified health centers, local health departments, and other State-licensed primary care providers throughout the State are helping uninsured pregnant women and children take advantage of presumptive eligibility and, ultimately, full eligibility for health insurance coverage under the NJ FamilyCare Program.
