An Act concerning State aid for certain school districts and supplementing P.L.1996, c.138 (C.18A:7F-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  In addition to any State school aid to which a school district is entitled for the school year under P.L.1996, c.138 (C.18A:7F-1 et seq.) or any other law, a school district shall receive Student Population Density Aid calculated as follows:

     Aid =  (SDSA) x (1 + CPI) x  EP provided that Aid shall not be less than zero, and

     Where

     SDSA equals the per pupil amount of State aid received by the school district in the prebudget year, other than State aid received pursuant to this subsection;

     EP means the number of students in the district's projected resident enrollment for the budget year minus the number that results from dividing the Statewide projected resident enrollment for the budget year by the total population of the State according to the latest federal decennial census and then multiplying the population of the municipality or municipalities that comprise the district by that percentage; and

     CPI means the CPI as defined in section 3 of P.L.1996, c.138 (C.18A:7F-3).

     b.  The aid received by a school district pursuant to subsection a. of this section shall be adjusted pursuant to the procedures established in subsection a. of section 5 of P.L.1996, c.138 (C.18A:7F-5) to reflect actual pupil counts for the budget year.

 

     2.    This act shall take effect immediately and shall first apply to the 2006-2007 school year.

 

 

STATEMENT

 

This bill establishes a new State school aid program, Student Population Density Aid.  The purpose of the State aid is to provide additional support to those school districts in which the ratio of public school students to district population exceeds the State average ratio of public school students to total State population.

     Under the bill's provisions, an eligible school district will receive Student Population Density Aid in an amount equal to the district's per pupil State aid amount multiplied by number of students that results when the population of the municipality in which the district is located is multiplied by the percentage that the State's public school enrollment is of Statewide population, and then this number is subtracted from the district's resident enrollment.  This calculation will provide additional State support to those communities in which a very significant percentage of the community is of school-age and, as a result, the community must allocate a significant percentage of its resources to the education of these students.
