Establishes New Jersey State Building Green Building Technology Task Force.

An Act establishing the New Jersey State Building Green Building Technology Task Force.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is established the "New Jersey State Building Green Building Technology Task Force." The purpose of the task force shall be to evaluate and study the need for and feasibility of green building technology in New Jersey.
b. The task force shall consist of 13 members, as follows:
(1) the Commissioner of Environmental Protection, or the commissioner's designee, who shall serve ex officio;
(2) the Commissioner of Community Affairs, or the commissioner's designee, who shall serve ex officio;
(3) the Commissioner of Transportation, or the commissioner's designee, who shall serve ex officio;
(4) the Commissioner of Education, or the commissioner's designee, who shall serve ex officio;
(5) the State Treasurer, or the treasurer's designee, who shall serve ex officio;
(6) the President of the Board of Public Utilities, or the president's designee, who shall serve ex officio; and
(7) seven public members appointed by the Governor, of whom one shall be a member of the New Jersey Chapter of the United States Green Building Council, one shall be a management representative of the building construction community, one shall be a labor representative of the building construction community, one shall represent the renewable energy industry, one shall be a licensed member of a New Jersey architectural organization engaged in building design using green building technology, one shall represent wholesale energy providers in the State, and one shall be a member of the academic community with nationally recognized expertise in green building technology.
c. The members of the task force shall serve without compensation, but may be reimbursed for necessary expenses incurred in the performance of their duties, within the limits of funds appropriated or otherwise made available to the task force for its purposes.
d. Any vacancy in the membership shall be filled in the same manner as the original appointment.
e. The task force shall be entitled to the assistance and service of the employees of any State, county or municipal department, board, bureau, commission or agency as it may require and as may be available to it for its purposes, and to employ stenographic and clerical assistance and to incur traveling or other miscellaneous expenses as may be necessary in order to perform its duties, within the limits of funds appropriated or otherwise made available to it for its purposes.
f. The task force may meet and hold hearings at the times and places it designates.
g. The task force shall organize as soon as possible after the appointment of its members, and shall select a chairperson from among its members and a secretary who need not be a member of the task force.
2. a. It shall be the duty of the New Jersey State Building Green Building Technology Task Force to:
(1) examine and evaluate the need for and feasibility of green building technology in the State;
(2) study and identify the environmental, economic, health and community benefits of green building technology;
(3) improve the efforts of State, county and municipal agencies to focus more significantly on the benefits of green building technology;
(4) encourage various departments of State government to embrace and incorporate green building technology in new government structures, and in the rehabilitation, maintenance and operation of existing State-owned facilities;
(5) develop, in cooperation with the Department of Community Affairs, programs to encourage builders to give appropriate consideration to green building technology in developing smart growth areas; and
(6) determine the best method for instituting a green building technology program in accordance with the Leadership in Energy and Environmental Design (LEED) Green Building Rating System, for measuring and evaluating the energy and environmental performance of a building, as adopted by the United States Green Building Council.
b. The task force may solicit or receive any information or resources concerning green building technology or the Leadership in Energy and Environmental Design (LEED) Green Building Rating System made available by any governmental, public, private, not-for-profit or for-profit entity.
c. For the purposes of this act, "green building technology" means a philosophy of building design and construction which incorporates energy efficient and environmentally friendly concepts, including but not limited to, using natural resources efficiently, considering the impact of buildings on the local, regional and global environment, conserving and reusing water, and optimizing energy performance by installing energy efficient equipment and systems.
3. The task force shall submit a written report to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature no later than 18 months after its organizational meeting. This report shall summarize the activities and findings of the task force concerning green building technology and present any recommendations for legislative and regulatory action to encourage green building technology in the State.
4. This act shall take effect immediately and shall expire on the 30th day after the submission of the report required pursuant to section 3 of this act.
STATEMENT
This bill would establish the "New Jersey State Building Green Building Technology Task Force." The purpose of the task force is to evaluate and study the need for and feasibility of green building technology in New Jersey. The task force would consist of 13 members as follows: the commissioners of the Departments of Environmental Protection, Community Affairs, Transportation, and Education, as well as the State Treasurer and the President of the Board of Public Utilities, and seven public members to be appointed by the Governor, representing various industries and organizations.
The task force would:
(1) examine and evaluate the need for and feasibility of green building technology in the State;
(2) study and identify the environmental, economic, health and community benefits of green building technology;
(3) improve the efforts of State, county and municipal agencies to focus more significantly on the benefits of green building technology;
