SYNOPSIS
Establishes the Higher Education Reorganization Oversight Board to facilitate coordination of any reorganization of Rutgers University, UMDNJ, and Rowan University.

An Act establishing the Higher Education Reorganization Oversight Board.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is established in the Office of the Secretary of Higher Education the Higher Education Reorganization Oversight Board. The board shall consist of the following members: the President of Rutgers the State University; the President of the University of Medicine and Dentistry of New Jersey; the President of Rowan University; the Executive Director of New Jersey Citizen Action; the chairman of the New Jersey Council of County Colleges; the chair of the New Jersey Association of State Colleges and Universities; and two members appointed by the President of the New Jersey State AFL-CIO. Members of the oversight board shall serve without compensation, but they shall be reimbursed for all reasonable and necessary expenses that they incur through services to the oversight board, within the limits of funds appropriated or otherwise made available to the oversight board for its purposes.
b. The oversight board shall be responsible for facilitating the coordination of any reorganization of Rutgers, the State University, the University of Medicine and Dentistry of New Jersey, and Rowan University recommended in the final report of the University of Medicine and Dentistry of New Jersey Advisory Committee dated January 25, 2012, and subsequently accomplished through legislation or pursuant to the "Executive Reorganization Act," P.L.1969, c.203 (C.52:14C-1 et seq.).
c. The oversight board shall provide a report on the progress of the reorganization every six months to the Governor, and to the Legislature in accordance with the requirements of section 2 of P.L.1991, c.164 (C.52:14-19.1).
2. This act shall take effect immediately and shall expire five years following enactment.
STATEMENT
On January 25, 2012 the University of Medicine and Dentistry of New Jersey Advisory Committee issued its final report. The committee recommended in that report that Rutgers University-Camden be transferred to Rowan University. It also reaffirmed a recommendation in its interim report that the University of Medicine and Dentistry of New Jersey's Robert Wood Johnson Medical School, School of Public Health, and Cancer Institute of New Jersey be transferred to Rutgers University.
This bill establishes in the Office of the Secretary of Higher Education, the Higher Education Reorganization Oversight Board. The board will consist of the presidents of Rutgers University, the University of Medicine and Dentistry of New Jersey, and Rowan University, the Executive Director of New Jersey Citizen Action, the chairman of the New Jersey Council of County Colleges, the chair of the New Jersey Association of State Colleges and Universities, and two members appointed by the President of the New Jersey State AFL-CIO.
The oversight board will be responsible for facilitating the coordination of any reorganization of Rutgers University, UMDNJ, and Rowan University, whether that reorganization is accomplished through legislation or pursuant to the "Executive Reorganization Act," P.L.1969, c.203 (C.52:14C-1 et seq.). The oversight board will provide a report on the progress of the reorganization every six months to the Governor and to the Legislature, and the oversight board will expire 5 years following the enactment of the bill.
