Requires four-year institutions of higher education to achieve a minimum 50% five-year graduation rate for full time students within five years.

An Act concerning the graduation rates of four-year institutions of higher education and supplementing chapter 3B of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding the provisions of any law to the contrary, in the event that a four-year public or independent institution of higher education does not have a five-year graduation rate for full-time students of at least 50% by June 30 of the first full academic year that occurs five years following the effective date of this act or any academic year thereafter, the institution shall not receive State aid for the support of the operations of the institution for the next academic year.
2. This act shall take effect immediately.
STATEMENT
This bill provides that if a four-year public or independent institution of higher education does not have a five-year graduation rate for full-time students of at least 50% within five years of the bill's effective date, the institution will not receive State aid for the support of its operations.
