SYNOPSIS

     Appropriates unexpended funds from "1999 Statewide Transportation and Local Bridge Fund" and "New Jersey Bridge Rehabilitation and Improvement and Railroad Right-of-way Preservation Fund of 1989."

An Act concerning the rehabilitation and improvement of the State transportation system and local bridges, reappropriating funds from the "1999 Statewide Transportation and Local Bridge Fund" and funds from the "New Jersey Bridge Rehabilitation and Improvement and Railroad Right-of-way Preservation Fund of 1989."

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Any remaining unexpended funds made available for the purpose of financing the costs of the rehabilitation and improvement of bridges carrying State highways pursuant to P.L.1989, c.180, the "New Jersey Bridge Rehabilitation and Improvement and Railroad Right-of-way Preservation Bond Act of 1989," are hereby reappropriated to the Department of Transportation.  The reappropriated funds shall be administered by the department to offset any eligible cost under the provisions of P.L.1989, c.180 for the following project: "Miscellaneous Bridge Rehabilitation/Repair." 

     The reappropriation provided in this section shall not apply to the $45 million reserved for the State share of the costs of rehabilitation and improvement of bridges carrying county and municipal roads or the $25 million reserved for the costs of preservation and acquisition of railroad rights-of-way pursuant to the provisions of subsection a. of section 4 of P.L.1989, c.180.

 

     2.    Any remaining unexpended funds made available for the purpose of financing the costs of the rehabilitation and improvement of the State transportation system pursuant to P.L.1999, c.181, the "Statewide Transportation and Local Bridge Bond Act of 1999," are hereby reappropriated to the Department of Transportation.  The reappropriated funds shall be administered by the department to offset any eligible cost under the provisions of P.L.1999, c.181 for transportation projects, to be allocated at the discretion of the Commissioner of Transportation. 

     The reappropriation provided in this section shall not apply to the $250 million made available as grants to county and municipal governments for the costs of the rehabilitation and improvement of structurally deficient bridges carrying county or municipal roads, including railroad overhead bridges, pursuant to the provisions of subsection a. of section 5 of P.L.1999, c.181.

 

     3.    This act shall take effect immediately.

 

STATEMENT

 

     This bill reappropriates unexpended funds from the 1989 and 1999 bridge bond acts.  The reappropriation applies specifically to the State transportation project allocations in each of the bond acts, and not to the allocations made for county and municipal roads in each of the bond acts.

     Information from the Department of Transportation estimates that there is $1,275,403 of unspent money from the 1989 bridge bond act, for the rehabilitation and improvement of bridges carrying State highways, and that there is $2,416,423 of unspent money from the 1999 bridge bond act, for State transportation projects.   This appropriation reappropriates those funds to the Commissioner of Transportation to be used for new bridge projects that remain consistent with the constraints of the original voter approved bond authorizations.
