SYNOPSIS
Authorizes State Treasurer to sell as surplus property certain land and improvements in Township of Morris in Morris County.

An Act authorizing the State Treasurer to sell as surplus property certain land and improvements owned by the State in the Township of Morris in Morris County.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Department of
the Treasury, on behalf of the Department of Children and Families, is
authorized to sell and convey to the Township of Morris in the County of Morris,
as surplus property, all of the State's right, title, and interest in the
parcel of land of 7.8 acres, and all improvements thereon, situated on
Block 901, Lot 6 of the tax map of Morris Township, Morris County, also known
as the former Regional Day School of the Department of Children and Families located
at 15 Jean Street. The property to be sold and conveyed has been declared
surplus to the needs of the State.
b. The sale and conveyance authorized by subsection a. of this section shall be executed in accordance with the terms and conditions approved by the State House Commission.
2. This act shall take effect immediately.
STATEMENT
This bill authorizes the State
Treasurer, on behalf of the Department of Children and Families, to sell and convey
to the Township of Morris in Morris County a 7.8 acres parcel of land and all improvements located at
15 Jean Street in the Township of Morris, Morris County. The property has been
declared to be surplus to the needs of the state. The proceeds of the sale
will be deposited into the fund created by law which requires that the deposits
be used for the relief of State debt or to assist in funding capital
improvement projects.
The State House Commission will set the terms and conditions of sale. The sale will be a direct sale as determined by an appraisal. If the direct sale does not occur, the department will dispose of the property by internet auction for a minimum bid price as determined by the appraisal. The property has been appraised for $580,000.
The Office of Education in the Department of Children and Families (DCF) provides educational services that support the needs of children and young adults who require a different educational setting for a period of time. During its operation, the former DCF Regional Day School located at 15 Jean Street in Morris Township, Morris County, offered students access to the department's Transitional Education Center program, a year-round alternative educational environment for at-risk adolescents.
