An Act requiring a special permit for hunting black bear and supplementing Title 23 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  A person who intends to hunt black bear during any season that may be established from time to time by the Fish and Game Council and the Division of Fish and Wildlife in the Department of Environmental Protection, shall apply for a special permit for the taking of black bear and pay the appropriate per-day fees established pursuant to this subsection. The fee for the special permit shall be $5 per day for State residents, $15 per day for out-of-State residents, for each day on which the person intends to hunt black bear.  The special permit fee shall be imposed and collected in addition to the special purpose application fee imposed and collected pursuant to section 9 of P.L.1986, c.198 (C.23:3-1c), and any fees for applicable licenses required pursuant to R.S.23:3-4. The amounts remitted to the State Treasury for black bear permits shall be deposited to the credit of the "hunters' and anglers' license fund" to be used for the purposes of black bear management.

     b.    No person may hunt black bear without a special permit dated for the day or days on which the person is hunting black bear.  The special permit shall identify the holder of the permit and the date or dates on which the permit holder may take black bear. The special permit shall be void at the close of the prescribed season, as well as on any date not specifically named on the special permit.

     c.     Any person obtaining a special permit pursuant to this section shall be in possession of the special permit at all times when hunting, and shall have the special permit displayed in a conspicuous place on outer clothing.  The special permit may not be altered or changed, loaned or transferred to another.

 

     2.    This act shall take effect immediately.

     This bill establishes a special permit for hunting black bear and a per-day fee for the permit of $5 for State residents and $15 for out-of-State residents.
