     Modifies certain experience requirements and costs for issuance of certain credentials by New Jersey Board of Nursing; appropriates $250,000.

An Act concerning the requirements for the issuance of certain credentials issued by the New Jersey Board of Nursing, supplementing P.L.1947, c.262 (C.45:11-23 et seq.), and making an appropriation.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.         An individual who (1) had a previous license in New Jersey to be a registered professional nurse or licensed practical nurse; (2) had the license, for at least six years, in inactive status or administratively suspended; and (3) seeks to reactivate or reinstate the license shall pay a fee that is 50 percent of the fee for licensure renewal and submit proof demonstrating the successful completion of a refresher course consisting of a maximum of 15 hours total acquired through didactic and clinical education conducted by a qualified instructor.

     b.    An individual who (1) had a previous certification in New Jersey to be an advanced practice nurse; (2) had the certification, for at least six years, in inactive status or administratively suspended; and (3) seeks to reactivate or reinstate the certification shall pay a fee that is 50 percent of the fee paid in the first year of a biennial renewal period.

     c.     Nothing in this section shall prohibit the board from requiring an individual applying under this section to demonstrate that the individual meets other requirements in order to obtain the credential sought by the individual.

 

     2.    There is appropriated from the General Fund to the board the sum of $250,000 to offset the reduction in application fees collected by the board from individuals applying for a credential pursuant to section 1 of this act.

 

     3.    This act shall take effect on the first day of the fourth month next after enactment and shall apply to individuals applying under this act on or after that date.

 

 

STATEMENT

    

     This bill establishes the process by which certain individuals can reinstate or reactivate credentials issued by the New Jersey Board of Nursing.  Under the bill, an individual who had a previous license in New Jersey to be a registered professional nurse or licensed practical nurse that, for at least the last six years, was administratively suspended or in inactive status is required, in order to reinstate or reactivate the license, to 1) pay a fee that is 50 percent of the fee for licensure renewal for registered professional nurses and licensed practical nurses; and 2) submit proof demonstrating the successful completion of a refresher course consisting of a maximum of 15 hours total acquired through didactic and clinical education conducted by a qualified instructor.  An individual with a previous certification to be an advanced practice nurse that, for at least the last six years, was administratively suspended or in inactive status is to pay, to reinstate or reactivate the certification, an application fee that is 50 percent of the fee paid by advanced practice nurses in the first year of a biennial renewal period.  The bill also stipulates that the board is not prohibited from requiring an individual seeking reactivation or reinstatement of a credential pursuant to the bill to demonstrate other requirements have been met in order to obtain the credential.  Lastly, the bill appropriates from the General Fund to the board $250,000 to offset the reduction in the application fees collected by the board from the individuals applying under the provisions of the bill.
