SYNOPSIS
Amends FY2027 Appropriations Act to revise language concerning Family and Internal Medicine Residency Expansion Program.

An act amending the annual appropriations act for the fiscal year ending June 30, 2027, P.L.2026, c.27.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The following language provision in section 1 of P.L.2026, c.27, the annual appropriations act for State fiscal year 2027, is amended to read as follows:

The amount hereinabove appropriated for the Family and Internal Medicine Residency Expansion Program shall be made available by the Department of Health, in collaboration with the Department of Human Services, to existing accredited Family and Internal Medicine residency training programs that have maximized Medicare and Medicaid funding available for this purpose. Funding shall be available on a competitive basis for the sole purpose of supporting [10] five new residency slots in Family Medicine and Internal Medicine training that supplement existing resident training slots, including those supported with non-governmental funds, within the limits of the available appropriation. "Family Medicine residency training program" and "Internal Medicine residency training program" mean ACGME-accredited residency programs in Family Medicine or Internal Medicine with a formal primary care track or equivalent primary care-focused curriculum. Funded positions shall be allocated equally between Family Medicine and Internal Medicine residency programs, to the extent practicable. Funded resident training shall include training in and the provision of services at standard reimbursement rates to uninsured and underinsured individuals served by the department. The department shall ensure that funded positions represent net new residency training capacity and shall not supplant existing residency positions.

This act shall take effect immediately.
STATEMENT
This bill amends the Fiscal Year 2027 Appropriations Act to revise a language provision concerning the Family and Internal Medicine Residency Expansion Program.
The Fiscal Year 2027 Appropriations Act appropriated $2 million to the Department of Health to support the Family and Internal Medicine Residency Expansion Program. Under the program, these funds are to be made available on a competitive basis for the sole purpose of supporting 10 new residency slots in Family Medicine and Internal Medicine training that supplement existing residency training slots, including those supported with non-governmental funds. The bill reduces the number of new Family Medicine and Internal Medicine residency slots supported by the appropriation from 10 to five.
