SYNOPSIS

     Supplemental appropriation of $35 million from General Fund to DHS to support Crisis Receiving and Stabilization Centers within 9-8-8 Continuum of Care.

A Supplement to the annual appropriations act for the fiscal year ending June 30, 2027, P.L.2026, c.    (pending before the Legislature as Senate Bill No. 2027 of 2026/2027 and Assembly Bill No. 5327 of 2026/2027).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    In addition to the amounts appropriated under P.L.2026, c.   (pending before the Legislature as Senate Bill No. 2027 of 2026/2027 and Assembly Bill No. 5327 of 2026/2027), the annual appropriations act for the fiscal year ending June 30, 2027, there is appropriated from the General Fund the following amount for the purpose specified:

 

54 Department of Human Services

20 Physical and Mental Health

23 Behavioral Health Services

7700 Division of Mental Health and Addiction Services

 

Grants-in-Aid

08-7700  Community Services .......................................... $35,000,000

                 Total Grants-in-Aid appropriation,                                       

                   Behavioral Health Services ........................... $35,000,000

Grants-in-Aid:

         08    9-8-8 Suicide & Crisis Lifeline.......... ($35,000,000)

 

Of the amounts appropriated to the 9-8-8 Suicide & Crisis Lifeline account, $35,000,000 shall be allocated to support Crisis Receiving and Stabilization Centers operating within the 9-8-8 continuum of care.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     The bill makes a supplemental appropriation to the FY 2027 Appropriations Act of $35 million from the General Fund to the Division of Mental Health and Addiction Services in the Department of Human Services to support the State's Crisis Receiving and Stabilization Centers.  Crisis Receiving and Stabilization Centers, one of three components that compose the 9-8-8 continuum of care, operate 24 hours a day/365 days a year and provide short-term crisis stabilization services to individuals experiencing mental health crises.
