     Increases number of State-funded positions at four-year public institution of higher education that establishes postsecondary academic and residential facilities in coastal city with gaming in resort area of State.

An act to amend "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2018 and regulating the disbursement thereof," approved July 4, 2017 (P.L.2017, c.99).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    The following language provision in section 1 of P.L.2017, c.99, the annual appropriations act for the fiscal year ending June 30, 2018, is amended to read as follows:

The For the purpose of implementing the appropriations act for the current fiscal year, the number of State-funded positions at Stockton University shall be [932] 1,069.

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     The State provides fringe benefits for all employees of public institutions of higher education, and the institutions are then responsible for reimbursing the State for any fringe benefit costs for employees in excess of the number of State-funded employees stipulated in the Appropriations Act for that fiscal year.  This bill amends a language provision in the fiscal year 2017-2018 Appropriations Act to increase the number of State-funded positions at a four-year public institution of higher education that, in calendar year 2018, opens academic and residential facilities in a coastal city with gaming in a resort area of the State by 137.  This adjustment will decrease the amount that the public institution will be required to reimburse to the State.  It is the sponsor's intent that the public institution uses these savings to offset the operating costs for the facilities, allowing the State to increase enrollment capacity and reduce the out-migration of college-bound New Jersey students.
