     Requires NJT to conduct feasibility study on restoring commuter rail service on West Trenton Line.

An Act requiring the New Jersey Transit Corporation to study the feasibility of restoring passenger rail service to certain rail lines.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The New Jersey Transit Corporation shall conduct a study and prepare an updated report concerning the feasibility of restoring commuter rail service on the West Trenton Line, between the existing Southeastern Pennsylvania Transportation Authority West Trenton Station in the Township of Ewing in Mercer County and the corporation's Raritan Valley Line in the Township of Bridgewater in Somerset County.

     b.    The report shall include findings concerning why service was initially suspended, historical and expected ridership for the rail service of the West Trenton Line, actions that the corporation is required to take in order to provide full-time service to the West Trenton Line, the amount of time needed by the corporation to execute the actions to restore service, and any factors that may delay or increase the cost of providing the service.  

 

     2.    Within six months of the effective date of this act, the New Jersey Transit Corporation shall prepare and submit a written report to the Governor, and pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature detailing the findings of the study.  The report issued pursuant to this act shall also be made available to the public on the corporation's Internet website.

 

     3.    This act shall take effect immediately and shall expire on the 30th day following the submission of the report required pursuant to section 2 of this act.

 

 

STATEMENT

 

     This bill requires the New Jersey Transit Corporation (corporation) to conduct a study and prepare an updated report concerning the feasibility of restoring commuter rail service on the West Trenton Line, between the existing Southeastern Pennsylvania Transportation Authority West Trenton Station in Ewing Township in Mercer County and the corporation's Raritan Valley Line in Bridgewater Township in Somerset County.

     The report is to include findings concerning why service was initially suspended, historical and expected ridership for the rail service of the West Trenton Line, actions that the corporation is required to take in order to provide full-time service to the West Trenton Line, the amount of time needed by the corporation to execute the actions to restore service, and any factors that may delay or increase the cost of providing the service.  

     The bill requires the corporation to prepare and submit a written report to the Governor and the Legislature detailing the findings of the study within six months of the bill's enactment.  The report is also required to be made available to the public on the corporation's Internet website.
