SYNOPSIS

     Requires graduation reporting on student proficiency in English language arts, literacy, and mathematics.

An Act concerning graduation reporting and supplementing P.L.1979, c.241 (C.18A:7C-1 et seq).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  In addition to the requirements of section 7 of P.L.1979, c.241 (C.18A:7C-7), the local chief school administrator shall report annually to the board of education concerning the number of students who received a State endorsed diploma and whether those students:

     (1)   exhibited grade-level proficiency pursuant to local graduation requirements in English language arts, literacy, and mathematics; and

     (2)   demonstrated proficiency in English language arts or mathematics, according to the results of the most recent Statewide assessment for which information is available.

     b.    The report shall detail the circumstances in which a State endorsed diploma was issued to a student who did not exhibit grade-level proficiency pursuant to local graduation requirements or scored in the not-yet-meeting expectations, partially meeting expectations, or approaching expectations levels for English language arts or mathematics on the most recent Statewide assessment for which information is available.

     c.     The information required pursuant to this section shall only be reported in the aggregate and not include student-level or personally identifiable information.

     d.    The board of education shall approve the report and annually submit the report to the Department of Education. 

     e.     The report shall be posted on the Internet website of the local board of education and on the department's Internet website.

 

     2. This act shall take effect in the first full school year following the date of enactment.

 

 

STATEMENT

 

     This bill requires graduation reporting on student proficiency in language arts, literacy, and mathematics.

     Under current law, the local chief school administrator is required to report annually to the local board of education and the Commissioner of Education on the number of students who completed the 12th grade course requirements and were denied a diploma and the number of students who received a State endorsed diploma. Current law details the information that is included in this annual report.

     This bill expands on these requirements to identify whether students who received a State endorsed diploma: 1) exhibited grade-level proficiency according to local graduation requirements in English language arts, literacy, and mathematics; and 2) demonstrated proficiency in English language arts or mathematics on the most recent Statewide assessment. 

     The report will detail the circumstances in which a State endorsed diploma was issued to a student who did not exhibit grade-level proficiency according to local graduation requirements or scored in the not-yet-meeting expectations, partially meeting expectations, or approaching expectations levels for English language arts or mathematics on the Statewide assessment. Under the bill, information will only be reported in the aggregate and not include any student-level or personally identifiable information.

     This report is to be submitted to the Department of Education.  It will also be posted on both the Internet websites of the local board of education and the department.

     Despite the State spending record amounts on education, Department of Education data demonstrates that students are still woefully unprepared for graduation.  It is the sponsor's intent that this bill requires school administrators and local boards of education to acknowledge this fact and take action to remedy this disservice to the State's students.
