     Requires certain salvage vehicles to be inspected in State.

An Act concerning salvage vehicle inspection and supplementing and amending P.L.1983, c.323.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    (New section) Prior to being issued a certificate of ownership from this State, a person seeking a certificate of ownership from this State for a motor vehicle which has suffered sufficient damage to render the motor vehicle economically impractical to repair and which has been subsequently reconstructed, rebuilt, or repaired, including a motor vehicle that has been issued a certificate of ownership from another state after being reconstructed, rebuilt, or repaired, shall submit the motor vehicle to an inspection to determine the accuracy of its vehicle identification number by an official located in the State and specially designated by the Chief Administrator of the New Jersey Motor Vehicle Commission.

 

     2.    Section 5 of P.L.1983, c.323 (C.39:10-35) is amended to read as follows:

     The [director] chief administrator shall establish a fee for the inspections required under sections 3 and 4 of [this act] P.L.1983, c.323 (C.39:10-33 and C.39:10-34) and section 1 of P.L.    , c.    (C.        ) (pending before the Legislature as this bill).  The fees shall be deposited in a non-lapsing fund which is dedicated to the administration of [this act] P.L.1983, c.323 (C.39:10-31 et seq.) and any amendments and supplements thereto.

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires a person seeking a certificate of ownership from this State for a salvage motor vehicle that has been reconstructed, rebuilt, or repaired, including a motor vehicle that has received a certificate of ownership from another state after being reconstructed, rebuilt, or repaired, to submit the reconstructed, rebuilt, or repaired salvage motor vehicle to an inspection to determine the accuracy of its vehicle identification number by an official located in New Jersey and specially designated by the Chief Administrator (chief administrator) of the New Jersey Motor Vehicle Commission (MVC), before the MVC issues a certificate of ownership for the reconstructed, rebuilt, or repaired salvage motor vehicle.

     The bill requires the chief administrator to establish a fee for the inspection of the reconstructed, rebuilt, or repaired salvage motor vehicle.

     This bill is based upon a recommendation provided by the New Jersey State Commission of Investigation in a follow up report concerning abuses in the used car industry.
