     Requires DHS to cover child care services for veterans under certain circumstances.

An Act concerning child care services and supplementing Title 38A of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  Notwithstanding any law, rule, or regulation to the contrary, the Division of Family Development in the Department of Human Services shall issue a voucher for reimbursement of the full cost of child care services incurred by a veteran whenever the veteran's child is enrolled in a child care center licensed pursuant to P.L.1983, c.492 (C.30:5B-1 et seq.) to allow the veteran to receive:

     (1) non-medical services at a United States Veterans' Administration Center; or

     (2) inpatient or outpatient services at any health care facility which is part of the VA New Jersey Healthcare System.

     b.  As used in this section, "veteran" means an individual who served as a member of a Reserve component of the Armed Forces of the United States, or as a member of the National Guard, or on active duty in the Armed Forces of the United States, and who was honorably discharged or released under honorable circumstances from active service.

 

     2.  The Department of Human Services, in consultation with the Commissioner of Veterans' Affairs, shall promulgate rules and regulations, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) as may be necessary to effectuate the purposes of this act.

 

     3.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the Division of Family Development in the Department of Human Services to issue a voucher for reimbursement of the full cost of child care services incurred by a veteran whenever the veteran's child is enrolled in a licensed child care center to allow the veteran to receive:  (1) non-medical services at a Unted States Veterans' Administration Center; or (2) inpatient or outpatient services at any health care facility which is part of the VA New Jersey Healthcare System.

     As used in the bill, "veteran" means an individual who served as a member of a Reserve component of the Armed Forces of the United States, or as a member of the National Guard, or on active duty in the Armed Forces of the United States, and who was honorably discharged or released under honorable circumstances from active service.
