     Allows expectant mothers in third trimester to receive temporary parking privileges.

An Act concerning parking for expectant mothers during the third trimester of pregnancy and supplementing Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  Notwithstanding any provision of P.L.1949, c.280 (C.39:4-204 et seq.) to the contrary, the chief of police of each municipality in this State shall issue, or cause to be issued, a temporary placard to any expectant mother who is a resident of this State during her third trimester of pregnancy, as certified by a physician with a plenary license to practice medicine and surgery in this State or a bordering State; a physician stationed at a military or naval installation located in this State who is licensed to practice in any state; a physician assistant licensed to practice in this State or a bordering state; a person licensed to practice midwifery in this State or a bordering state; or a nurse practitioner licensed to practice in this State or a bordering state.  Each temporary placard issued under the provisions of this section shall expire after a duration of three months and shall display, in a clearly visible manner, the date on which the temporary placard shall become invalid.  The size and design of the temporary placard shall be determined by the Chief Administrator of the New Jersey Motor Vehicle Commission.

     b.  The temporary placard shall be granted upon written certification by a physician with a plenary license to practice medicine and surgery in this State or a bordering State; a physician stationed at a military or naval installation located in this State who is licensed to practice in any state; a physician assistant licensed to practice in this State or a bordering state; a person licensed to practice midwifery in this State or a bordering state; or a nurse practitioner licensed to practice in this State or a bordering state that the expectant mother has entered into the third trimester of pregnancy.  This certification shall be provided on a standard form to be developed by the Chief Administrator of the New Jersey Motor Vehicle Commission in consultation with local chiefs of police.  The physical presence of the expectant mother shall not be required for the issuance of a temporary placard.

     c.  The temporary placard shall be displayed on the motor vehicle used by the expectant mother during her third trimester of pregnancy and shall give the expectant mother the right to park overtime at any metered parking or to use special parking places established for use by persons with disabilities in any municipality of this State.  A person who has been issued an expectant mother temporary placard shall not be required to obtain a person with a disability identification card.

     d.  The fee for the issuance of a temporary placard issued pursuant to this section shall be $4 and payable to the New Jersey Motor Vehicle Commission.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill permits expectant mothers during their third trimester of pregnancy to be eligible to receive a temporary parking placard, authorizing the expectant mother to park overtime at metered parking spots or to use special parking places established for use by persons with disabilities in any municipality of this State.

     Under the bill, the chief of police in each municipality is required to issue a temporary placard of not more than three months' duration to any expectant mother who is a resident of New Jersey during her third trimester of pregnancy, as certified by certain medical and healthcare professionals.  Each temporary placard is valid for a period of three months and is required to display, in a clearly visible manner, the date on which the temporary placard will become invalid.

     The temporary placard is required to be granted upon proof to the chief of police in each municipality of written certification by certain certified medical and healthcare professionals that the expectant mother has entered into the third trimester of pregnancy.  This certification is required to be provided on a standard form to be developed by the Chief Administrator of the New Jersey Motor Vehicle Commission in consultation with local chiefs of police.

     The temporary placard is required to be displayed on the motor vehicle used by the expectant mother during her third trimester of pregnancy, and the fee for the issuance of a temporary placard is $4.
