     Extends application period of temporary substitute teacher credential pathway.

An Act concerning substitute teacher credentials and amending P.L.2021, c.87.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 1 of P.L.2021, c.87 (C.18A:26-2.29) is amended to read as follows:

     1.    a.  Notwithstanding any law, rule, or regulation to the contrary, a candidate for a substitute teacher credential who is enrolled in a regionally accredited institution of higher education and who is applying between the effective date of [this act] P.L.2021, c.87 (C.18A:26-2.29) and June 30, [2023] 2026 shall present a minimum of 30 semester-hour credits completed at the institution at the time of applying for the substitute credential. A candidate applying for a substitute teacher credential under this section shall be at least 20 years of age. Nothing in this section shall be construed to restrict school districts from establishing additional criteria for the employment of substitute teachers under this section.

     b.    It shall be the duty of the Commissioner of Education to examine issues and develop recommendations as to whether the timeline established pursuant to subsection a. of this section should be extended to continue allowing candidates for substitute teaching credentials to present a minimum of 30 semester-hour credits completed at the time of applying for the substitute credential. The commissioner shall issue a final report of findings and recommendations to the Governor, to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), and to the State Board of Education no later than one year after the application period expires on June 30, [2023] 2026.

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill extends the application period for the temporary substitute teacher credential pathway established for certain college students who present a minimum of 30 semester-hour credits at the time of applying for the credential.

     Under current law, a candidate for a substitute teacher credential who is enrolled in a regionally accredited institution of higher education and applying between the effective date of the law and June 30, 2023, is permitted to present a minimum of 30 semester-hour credits completed at the institution at the time of applying for the substitute credential.  The candidate is also required to be at least 20 years of age.  This bill amends current law to extend the application period for this substitute teacher credential pathway to June 30, 2026.

     Current law also requires the Commissioner of Education to examine issues and develop recommendations as to whether the timeline established by the law should be extended to continue allowing substitute teacher candidates to present a minimum of 30 semester-hour credits completed at the time of applying for the substitute teacher credential.  The law requires the commissioner to issue a report of findings and recommendations to the Governor, the Legislature, and the State Board of Education no later than one year after the application period ends on June 30, 2023.  This bill extends the deadline for the issuance of this report of findings and recommendations to no later than one year after the extended application period ends on June 30, 2026.
