     Requires DOH to administer coronavirus disease 2019 antibody testing.

An Act concerning coronavirus disease 2019 antibody testing.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  As used in this section, "antibody titer" means a test to measure the presence and amount of antibodies in a blood sample against a particular type of tissue, cell, or substance.

     b.    The Department of Health shall administer voluntary antibody titers or contract with an entity that administers antibody titers, as such necessary resources and tests are available, to determine if tested individuals have previously contacted and recovered from the coronavirus disease 2019. 

     c.     The Department of Health shall publish statistics related to the results of the tests administered pursuant to this section on its Internet website and update its Internet website on a daily basis as test results become available.

     d.    Data published pursuant to this section shall include, but shall not be limited to, raw, de-identified data, coronavirus disease 2019 incidence and recovery statistics and trends and any other findings identified based on the department's review of the data.

     e.     Nothing in this section shall be construed to authorize the disclosure of any confidential or personal identifying information.  

 

     2.    This act shall take effect immediately and shall expire upon the end of the Governor's declaration of a public health emergency regarding the coronavirus disease 2019.

 

 

STATEMENT

 

     This bill requires the Department of Health (DOH) to administer coronavirus disease 2019 antibody testing.  Under the bill, the DOH is to administer voluntary antibody titers or contract with an entity that administers antibody titers, as such necessary resources and tests are available, to determine if tested individuals have previously contacted and recovered from the coronavirus disease 2019.  The bill defines "antibody titer" to mean a test to measure the presence and amount of antibodies in a blood sample against a particular type of tissue, cell, or substance.

     The bill provides that the DOH is to publish statistics related to the results of the tests administered pursuant to the bill's provisions on its Internet website and update its Internet website on a daily basis as test results become available.  Published data is to include, but not be limited to, raw, de-identified data, coronavirus disease 2019 incidence and recovery statistics and trends and any other findings identified based on the DOH's review of the data.

     Nothing in the bill is to be construed to authorize the disclosure of any confidential or personal identifying information.
