Makes a $3 million supplemental appropriation for increased Per Capita Library Aid.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2014 and regulating the disbursement thereof," approved June 28, 2013 (P.L.2013, c.77).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2013, c.77, there is appropriated out of the General Fund the following sum for the purpose specified:

2. This act shall take effect immediately.
STATEMENT
This bill makes a supplemental appropriation of $3 million from the General Fund to increase the State fiscal year 2014 funding for Per Capita Library Aid. The purpose of the bill is to better enable the State's libraries to serve the public with access to information and cultural enrichment.
Per Capita Library Aid has waned over the course of the Great Recession.

Meanwhile, as funding for Per Capita Library Aid has dwindled, the State's population has increased by approximately 400,000 residents and visits to public libraries have grown over 20%. Now, as New Jersey emerges from the Great Recession, it is time to replenish Per Capita Library Aid to better afford the public access to the informative and cultural opportunities indicative of a blossoming recovery.
