SYNOPSIS

     Requires Governor file annual report disclosing expenditures made from funds provided thereto as allowance.

An Act concerning certain expenditures by the Governor and supplementing chapter 15 of Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  No later than July 15th of each year, the Governor shall file with the State Ethics Commission, created pursuant to section 10 of P.L.1971, c.182 (C.52:13D-21), a written report that details each expenditure by the Governor from the funds provided thereto during the immediately preceding State fiscal year ending June 30th as an allowance of funds not otherwise appropriated and used for official receptions on behalf of the State, the operation of an official residence, for other expenses, or any similar allowance.

     b.  The report shall be accompanied by copies of the receipts for each item or service purchased or for which an expenditure was made at a cost greater than a de minimus amount, together with: (1) the name and mailing address of the person, business or organization receiving payment; and (2) a brief description of the item or service.

     c.  The report shall be available as a public record pursuant to P.L.1963, c.73 (C. 47:1A-1 et seq.) and shall be posted on the website of the State Ethics Commission.

 

     2.  This act shall take effect on the 60th following the date of enactment and shall apply to expenditures made after the effective date.

 

 

STATEMENT

 

     This bill provides that no later than July 15th of each year, the Governor must file with the State Ethics Commission a written report that details each expenditure by the Governor from the funds provided thereto during the immediately preceding State fiscal year ending June 30th as an allowance of funds not otherwise appropriated and used for official receptions on behalf of the State, the operation of an official residence, for other expenses, or any similar allowance.
