     Exempts widening of Route 24 from certain State environmental review.

An Act concerning expansion of an existing State highway and supplementing Title 13 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  Notwithstanding Executive Order No.215 of 1989 or any law, or any rule or regulation adopted pursuant thereto, to the contrary, the Department of Environmental Protection shall not require the preparation and submission of an environmental assessment or environmental impact statement for the construction of two additional travel lanes, one in each direction, within the existing right of way of Route 24 from milepost 1.65 in the Township of Hanover, Morris County to milepost 6.8 in the Township of Millburn, Essex County, provided that the construction of the additional travel lanes shall occur within the existing highway right of way.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides that the Department of Environmental Protection would not be authorized to require the preparation and submission of an environmental assessment or environmental impact statement for the construction of two additional travel lanes, one in each direction, within the existing right of way of Route 24 from milepost 1.65 in the Township of Hanover, Morris County to milepost 6.8 in the Township of Millburn, Essex County, provided the construction of the additional travel lanes would be within the existing highway right of way.

     Route 24 currently has three travel lanes in each direction for portions of the highway within Essex, Morris, and Union counties.  This bill would help expedite the construction of additional travel lanes where the highway is limited to two lanes in order to relieve the congestion and traffic delays suffered on a daily basis by commuters traveling a major roadway through Morris County.
