SYNOPSIS
Requires DCA to expand open enrollment period for federal Housing Choice Voucher Program to include non-electronic pre-application options.

An Act concerning applications to federal housing programs and supplementing P.L.1984, c.180 (C.52:27D-280 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Department of Community Affairs shall establish a process to have an open enrollment period of at least 7 business days with respect to the federal Housing Choice Voucher program administered by the department. The pre-applications to be submitted for placement on a waiting list with shall be made available to the federal Housing Choice Voucher program administered by the department shall be available in both electronic and non-electronic forms, as approved by the department.
2. This act shall take effect immediately.
STATEMENT
This bill would require the Department of Community Affairs to have an open enrollment period of at least 7 business days with respect to the federal Housing Choice Voucher program administered by the department. The bill also requires the department to accept pre-applications in both electronic and non-electronic forms, as approved by the department. Neither current federal or State law establishes a specific length of time open enrollment periods must last.
