     Appropriates up to $1,000,000 to bridge federal funding for Violence Against Women Act grantees.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2013 and regulating the disbursement thereof," approved June 29, 2012 (P.L.2012, c.18).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    The following language provision in section 1 of P.L.2012, c.18, the annual appropriations act for State fiscal year 2013, is amended to read as follows:

Upon determination by the Attorney General, made in consultation with the Commissioner of the Department of Children and Families, that additional State funding is necessary to ensure federal Violence Against Women Act award grantees, who may lose funding after June 1, 2013 due to the absence of federal funding, are able to continue providing services and education, an amount not to exceed $1,000,000 is appropriated subject to the approval of the Director of the Division of Budget and Accounting.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     The bill would appropriate an amount not to exceed $1,000,000 to the N.J. Department of Law and Public Safety in Grants-in-Aid as a bridge to support Violence Against Women Act (VAWA) grantees who may lose federal funding after June 1, 2013 so that they are able to continue providing services and education.  This appropriation may be designated as the "VAWA Bridge Act."

     Specifically, the grant would be made available to VAWA grantees who will be forced to close their doors on March 1, 2013 when the federal funding under VAWA ceases.  These grants would allow grantees to provide limited services until the United States Congress reauthorizes VAWA grant funding.

     In 2012, the State of New Jersey and other entities received $5,756,494 million in VAWA grants from the United States Department of Justice.  These funds were used for grants for sheltering, counseling, and police education to assist victims.
