     Authorizes professional and occupational boards to recognize continuing education approval entities.

An Act concerning professional and occupational continuing education and supplementing P.L.1999, c.403 (C.45:1-7.1 et al.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Each professional or occupational board specified in section 2 of P.L.1978, c.73 (C.45:1-15) may, consistent with or in addition to such rulemaking authority established under law, enact rules and regulations that establish procedures to recognize continuing education approval entities that may approve continuing education courses for holders of a professional or occupational license or certificate of registration or certification to satisfy continuing education requirements for renewal of the license, registration, or certificate issued by that board.

     For purposes of this section, "continuing education approval entity" means an association, organization, institution, or other entity which adopts and publishes standards for continuing education courses, evaluates continuing education courses and approves those courses which meet the adopted standards, and publishes lists of the continuing education courses approved to satisfy the continuing education requirements for renewal of a license, registration, or certificate in this State.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill authorizes the professional and occupational boards located within the Division of Consumer Affairs in the Department of Law and Public Safety to enact rules and regulations that establish procedures to recognize continuing education approval entities that may approve continuing education courses for holders of a professional or occupational license, certificate of registration, or certification as is necessary to satisfy the continuing education requirements for renewal of the respective license, registration, or certificate.

     For purposes of the bill, "continuing education approval entity" would be defined to mean an association, organization, institution, or other entity which adopts and publishes standards for continuing education courses, evaluates continuing education courses and approves those courses which meet the adopted standards, and publishes lists of the continuing education courses approved to satisfy the continuing education requirements for renewal of a license, registration, or certificate in this State.

     This bill is based on one of the suggested legislative reforms outlined in the Red Tape Review Commission's Findings and Recommendations report issued in February 2012.
