SYNOPSIS
Requires the Attorney General to issue uniform guidelines regarding release of arrest information to media.

An Act concerning arrest information and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Attorney General shall issue uniform guidelines for all law enforcement agencies in the State governing the release of arrest information for publication by members of the news media, including arrests for a violation of R.S.39:4-50 or section 2 of P.L.1981, c.512 (C.39:4-50.4a). The Attorney General may require law enforcement agencies to submit periodic reports regarding the release of arrest information on an annual basis.
b. "News media" means newspapers, magazines, press associations, news agencies, wire services, radio, television or other similar printed, photographic, mechanical or electronic means of disseminating news to the general public.
2. This act shall take effect on the first day of the seventh month after enactment, but the Attorney General may take such anticipatory actions in advance of that date as may be necessary for the timely implementation of this act.
STATEMENT
This bill requires the Attorney General to issue uniform guidelines to be followed by all law enforcement agencies in the State governing the release of arrest information for publication by members of the news media. The guidelines would include the release of arrest information for the offenses of driving while intoxicated and refusal to submit to a breath test. The bill provides that the Attorney General may require law enforcement agencies to submit periodic reports regarding the release of arrest information on an annual basis.
