SYNOPSIS
Requires DEP to update Shore Protection Master Plan.

An Act requiring the Department of Environmental Protection to update the New Jersey Shore Protection Master Plan.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Within six months after the date of enactment of this act, the Department of Environmental Protection shall prepare an update of the New Jersey Shore Protection Master Plan prepared pursuant to section 5 of P.L.1978, c.157. The update to the plan shall include:
(1) a comprehensive list of the shore protection projects undertaken in the State since the creation of the Shore Protection Fund pursuant to section 1 of P.L.1992, c.148 (C.13:19-16.1);
(2) a list of all current and on-going shore protection projects in the State;
(3) a list of all currently planned shore protection projects anticipated to be undertaken in the State within the next five years; and
(4) a list of any request by a local government unit for a shore protection project that was denied funding from the Shore Protection Fund.
For each project listed in the plan, the plan shall include a description of the project, including its location, scope, purpose, impact, estimated cost, estimated construction schedule, and sponsors.
b. The update to the New Jersey Shore Protection Master Plan shall also include any revisions that may be necessary or appropriate to:
(1) the priority system for ranking shore protection projects established pursuant to section 1 of P.L.1997, c.384 (C.13:19-16.2); and
(2) the guidance document providing information to coastal municipalities on eligibility requirements for receiving federal monies related to shore protection projects and disaster aid prepared pursuant to section 2 of P.L.1995, c.19 (C.13:19-32).
c. The plan shall be submitted to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), the Legislature. Copies of the updated plan shall be provided to the public upon request and free of charge, and shall be posted on the department's website.
2. This act shall take effect immediately.
STATEMENT
This bill would require the Department of Environmental Protection (DEP), within six months after the enactment of this bill into law, to prepare an update to the New Jersey Shore Protection Master Plan. The State's current plan was issued in October 1981.
