     Creates "Green E-ZPass" discounts for certain fuel-efficient vehicles.

An Act providing electronic toll collection discounts for certain fuel-efficient vehicles and supplementing Title 27 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  A customer who has an electronic toll collection system account with the New Jersey Turnpike Authority shall receive a 10 percent discount on tolls incurred on New Jersey toll roads for a motor vehicle which has a highway MPG fuel efficiency of 35 miles per gallon or higher.  The discount shall be known as the "Green E-ZPass" program.

     As used in this section "highway MPG fuel efficiency" means the highway miles per gallon fuel efficiency estimate provided by automobile manufacturers and printed on the fuel economy label affixed to a window on a new motor vehicle pursuant to the regulations of the United States Environmental Protection Agency (40 CFR 600 et. seq.).

 

     2.  A customer who has an electronic toll collection system account with the South Jersey Transportation Authority shall receive a 10 percent discount on tolls incurred on New Jersey toll roads for a motor vehicle which has a highway MPG fuel efficiency of 35 miles per gallon or higher. The discount shall be known as the "Green E-ZPass" program.

     As used in this section "highway MPG fuel efficiency" means the highway miles per gallon fuel efficiency estimate provided by automobile manufacturers and printed on the fuel economy label affixed to a window on a new motor vehicle pursuant to the regulations of the United States Environmental Protection Agency (40 CFR 600 et. seq.).

 

     3.  This act shall take effect on the first day of the sixth month following enactment, but the authorities may take such anticipatory administrative action in advance thereof as shall be necessary for the implementation of this act.

 

 

STATEMENT

 

     This bill provides an incentive to purchase vehicles with high fuel economy by giving a 10 percent discount on New Jersey toll roads to E-ZPass customers of the New Jersey Turnpike Authority or the South Jersey Transportation Authority who drive a vehicle that has a highway fuel efficiency of 35 miles per gallon or better. Highway fuel efficiency for motor vehicles is determined by regulation of the United States Environmental Protection Agency.

     Motor vehicles with high fuel economy are less harmful to the environment and help reduce the economy's dependence on oil.

     The bill provides six months for the authorities to take the necessary steps to implement the "Green E-ZPass" discount.
