An Act concerning the prospective application of enacted statutes and supplementing chapter 1 of Title 1 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    A statute shall be construed to apply prospectively, unless the same shall contain specific language providing for its retroactive application. 

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill clarifies that a statute must be construed to apply prospectively from its enactment and effective date, unless the statute contains specific language providing for its retroactive application to conditions existing before the statute was enacted and took effect.
