An Act concerning special Distinguished Service Medal license plates and supplementing chapter 3 of Title 39 of the Revised Statutes

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  Upon proper application, the Chief Administrator of the New Jersey Motor Vehicle Commission shall issue a special Distinguished Service Medal license plate for any motor vehicle owned or leased and registered in the State by a recipient of the New Jersey Distinguished Service Medal. In addition to the registration number and other markings or identification otherwise prescribed by law, the Distinguished Service Medal license plate shall contain a symbol and appropriate markings depicting the medal, as approved by the chief administrator in consultation with the Adjutant General of the Department of Military and Veteran Affairs.  The fee for the initial license plates shall be $15 in addition to the fees otherwise prescribed by law for the registration of motor vehicles.  Thereafter, the fee shall be that otherwise prescribed by law for the registration of the motor vehicle.   

     The surviving spouse of a former recipient of the New Jersey Distinguished Service Medal may retain the special plates obtained by the deceased spouse pursuant to this act for display on a motor vehicle owned or leased by the surviving spouse. 

 

     2.    Application for the issuance of the New Jersey Distinguished Service Medal license plate shall be made to the chief administrator on forms and in a manner prescribed by the chief administrator.   All applications shall require proof of receipt of the New Jersey Distinguished Service Medal pursuant to regulations promulgated by the chief administrator. 

 

     3.  The chief administrator shall notify eligible motorists of the opportunity to obtain a New Jersey Distinguished Service Medal license plate by including a notice with all motor vehicle registration renewals and by posting appropriate posters or signs in all Motor Vehicle Commission facilities and offices.  The notices, posters and signs shall be designed by the commission.

 

     4.  This act shall take effect on the first day of the seventh month after enactment.

 

 

STATEMENT

 

     This bill would authorize the New Jersey Motor Vehicle Commission to issue special license plates for a motor vehicle owned or leased by a recipient of the New Jersey Distinguished Service Medal.  This medal is issued by the Governor to residents of New Jersey for especially meritorious military service.  It is the highest civilian medal provided by the State of New Jersey.

     The special plate would contain a symbol and appropriate markings depicting the medal.  It would be available to recipients of the medal upon payment of a one-time fee of $15, in addition to any other motor vehicle registration charges required by law.  Under the bill, the surviving spouse of a medal recipient would be permitted to continue to display the special plates on a motor vehicle after the death of the recipient.
