SYNOPSIS

     Directs Commissioner of Education to establish full-day kindergarten through grade three school in Trenton modeled on Princeton Day School, for Mercer County residents.

An Act establishing a full-day kindergarten through grade three school and supplementing chapter 6 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Commissioner of Education shall establish a full-day kindergarten through grade three school to be located in Trenton with educational programs and services modeled, to the maximum extent feasible, on the Princeton Day School.  The commissioner shall select an existing building for the site of the school.

     b.    Students who reside in Mercer County shall be eligible for enrollment in the school.  The commissioner may establish reasonable criteria to evaluate prospective students for enrollment in the school.

     The school shall not charge tuition to enrolled students.  All costs associated with the establishment of the school and the enrollment of students in the school shall be borne by the State.

     c.     Transportation shall be provided to students who live more than two miles from the school.  Transportation shall be provided by the district of residence with all costs of the transportation borne by the State in accordance with the provisions of subsection b. of this section.

     d.    On or before January 1 of the fifth full school year following the enrollment of the school's first class of students, the commissioner shall submit to the Governor, and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), a report on and an evaluation of the school, which shall include a recommendation on the advisability of the continuation, modification, or expansion of the school.

    

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill directs the Commissioner of Education to establish a full-day kindergarten through grade three school to be located in Trenton with educational programs and services modeled on the Princeton Day School. Students who reside in Mercer County will be eligible for enrollment in the school.

     Under the bill, the school may not charge tuition to enrolled students, and all costs associated with the establishment of the school and the enrollment of students in the school will be borne by the State.

     The bill also provides that transportation will be provided to students who live more than two miles from the school.  Transportation will be provided by the district of residence with all costs of the transportation borne by the State.

     The bill directs the commissioner to submit a report to the Governor and the Legislature on or before January 1 of the fifth full school year following the enrollment of the school's first class of students.  The report is to include an evaluation of the school and a recommendation on the advisability of the continuation, modification, or expansion of the school.
