An Act concerning the compensation of county college presidents and supplementing chapter 64A of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Secretary of Higher Education shall develop and adopt guidelines for the employment contracts of county college presidents in order to foster uniformity, fairness, and transparency in their compensation. The guidelines shall address all forms of compensation which may be offered to a county college president including, but not limited to: salary and benefits; and any additional payments, emoluments, or allowances provided to the president such as housing expenses, performance bonuses, and college-funded retirement benefits.
b. The employment contract guidelines established pursuant to subsection a. of this section shall apply to employment contracts between the board of trustees of a county college and the president of the college entered into on or after the effective date of this act.
2. This act shall take effect immediately.
STATEMENT
This bill directs the Secretary of Higher Education to develop and adopt guidelines for the employment contracts of county college presidents. Under the bill, the guidelines must address all forms of compensation which may be offered to a county college president including, but not limited to: salary and benefits; and any additional payments, emoluments, or allowances provided to the president such as housing expenses, performance bonuses, and college-funded retirement benefits. The guidelines will apply to employment contracts between the board of trustees of a county college and the president of the college entered into on or after the bill's effective date.
