     Requires design of new public schools to incorporate green building practices.

An Act concerning the design of new public schools and supplementing P.L.2000, c.72 (C.18A:7G-1 et al.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The design of new public schools shall incorporate the "Leadership in Energy and Environmental Design" (LEED) guidelines known as LEED for Schools, developed by the U.S. Green Building Council, or similar green building practices that achieve maximum energy efficiency and environmental sustainability in the design of schools.

     For the purposes of this act, "green building practices" means building, design, and construction practices that significantly reduce or eliminate the negative impact of buildings on the environment and their occupants, and shall include, but need not be limited to, the following five areas: sustainable site planning; safeguarding water and water conservation; energy efficiency and renewable energy; conservation of materials and resources; and indoor environmental quality.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require the design of new public schools to incorporate the "Leadership in Energy and Environmental Design" (LEED) guidelines, known as LEED for Schools and developed by the U.S. Green Building Council, or similar green building practices that achieve maximum energy efficiency and environmental sustainability in the design of schools.

     This bill incorporates in the law a requirement currently imposed under State Board of Education regulations (N.J.A.C.6A:26-6.3(b)13) requiring new public schools to incorporate the LEED guidelines.

     The bill provides that green building practices similar to LEED for Schools may also be used in the design of new public schools.
