SYNOPSIS
Permits consumers to use manufacturer coupons when purchasing alcoholic beverages.

An Act concerning the sale of alcoholic beverages and supplementing Title 33 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Notwithstanding the provisions of any rule or regulation to the contrary, a manufacturer, distiller, blender and rectifier, brewer, vintner, importer, wholesaler or distributor may provide or distribute to a consumer a coupon or certificate redeemable for a discount on, or specific monetary amount deducted from, the purchase price of any alcoholic beverage.
b. A retail licensee may redeem any coupon or certificate obtained pursuant to subsection a. of this section which has been presented by a consumer at a premises licensed for the retail sale of alcoholic beverages.
2. This act shall take effect immediately.
STATEMENT
The bill permits a retail licensee to accept from a consumer a coupon or certificate, commonly known as a manufacturer's coupon, for a discount or specific monetary amount (cents-off) deducted from the purchase price of any alcoholic beverage.
Under current regulations of the Division of Alcoholic Beverage Control, a retail licensee is permitted to establish a coupon program which offers upon presentation a percentage discount, a fixed dollar amount discount, or a special price on alcoholic beverages.
The regulations, however, prohibit consumers from presenting manufacturer's coupons when purchasing alcoholic beverages. These are "cents off" coupons distributed by a manufacturer and redeemable by a consumer in a retail store, which subsequently presents the coupon to the manufacturer for reimbursement. Under the provisions of this bill, consumers would be permitted to redeem these coupons.
