SYNOPSIS
Requires State Board of Education members to undergo two-day training program upon initial appointment and qualification to the board.

An Act concerning the State Board of Education and supplementing chapter 4 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. A member of the State Board of Education, upon the member's initial appointment and qualification to the board, shall complete a two-day training program to be prepared and offered by the Department of Education. The training shall include, but need not be limited to, information on the following:
a. the skills and knowledge necessary to serve as a State board member, including information on school district governance and the school district monitoring system established pursuant to P.L.2005, c.235, the New Jersey Quality Single Accountability Continuum, and the five key components of school district effectiveness on which school districts are evaluated under the monitoring system: instruction and program; personnel; fiscal management; operations; and governance;
b. harassment, intimidation, and bullying in schools, including a school district's responsibilities under P.L.2002, c.83 (C.18A:37-13 et seq.); and
c. relevant New Jersey school law and other information deemed appropriate and necessary to enable the State board member to serve more effectively.
2. This act shall take effect immediately.
STATEMENT
This bill requires a member of the State Board of Education to complete a two-day training program upon the member's initial appointment and qualification to the State board. Under the bill, the training will be prepared and offered by the Department of Education and will include information on:
· the skills and knowledge necessary to serve as a State board member, including information on school district governance and the school district monitoring system established pursuant to P.L.2005, c.235, the New Jersey Quality Single Accountability Continuum;
· harassment, intimidation, and bullying in schools, including a school district's responsibilities under P.L.2002, c.83 (C.18A:37-13 et seq.); and
· relevant New Jersey school law and other information deemed appropriate and necessary to enable the State board member to serve more effectively.
The purpose of this bill is to provide new State board members with an overview of important aspects of school district operations and governance and other aspects of New Jersey school law to enable them to better discharge their responsibilities upon appointment.
