SYNOPSIS

     Appropriates $600,000 to the Lake Hopatcong Commission from constitutionally dedicated Corporation Business Tax revenues.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2010 and regulating the disbursement thereof, "  approved June 29, 2009 (P.L.2009, c.68).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  In addition to the amounts appropriated under P.L.2009, c.68, there is added the following language provision:

 

42 DEPARTMENT OF ENVIRONMENTAL PROTECTION

40 Community Development and Environmental Management

43 Science and Technical Programs

DIRECT STATE SERVICES

 

Of the amount hereinabove appropriated for the Water Resources Monitoring and Planning - Constitutional Dedication account, including any unexpended balances remaining in this account at the end of the fiscal year, $600,000 shall be allocated to the Lake Hopatcong Commission to fund its statutory responsibilities that include, but are not limited to, lake weed and vegetation control and other actions designed to protect Lake Hopatcong and its watershed from despoliation due to nonpoint source pollution and other environmental or man-made causes.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill amends the FY 2010 Appropriations Act by adding language that allocates a portion of the Department of Environmental Protection's Water Resources Monitoring and Planning appropriation, as funded from Corporation Business Tax revenues dedicated for this purpose pursuant to Article VIII, Section II, paragraph 6 of the State Constitution, to the Lake Hopatcong Commission.

     The Commission last received direct State funding in FY 2008 from a $400,000 grant.  Since the Commission does not have other stable funding sources, the $600,000 allocation provided herein will permit it to continue its vital weed and vegetation removal operations during 2010.
