     Requires public utilities to maintain customer billing records for duration of account and to refund full amount of any overpayment by customers.

An Act concerning public utility customer billing records and supplementing Title 48 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Notwithstanding any law, rule, regulation, or order to the contrary, a public utility shall maintain a record of each customer's account for every billing period occurring for the duration of the customer's account so that a public utility shall be able to make a complete and accurate computation of the customer's billing history in the event of a billing dispute.

     b.    A public utility shall refund a customer in full for any overpayment made to the public utility by the customer, pursuant to the provisions of section 1 of P.L.1987, c.211 (C.48:3-2.1).

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires a public utility to maintain a record of each customer's account for every billing period occurring for the during of the customer's account so that a public utility is able to make a full and accurate computation of the customer's billing history in the event of a billing dispute. A public utility is to refund a customer in full, plus interest, for any overpayment made to the public utility by the customer as provided in current law.
