     Permits temporary casino gaming at Meadowlands Complex for 2014 Hambletonian Race.

An Act permitting the temporary operation of casino gaming at the Meadowlands Complex for the 2014 Hambletonian Race.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The Division of Gaming Enforcement in the Department of Law and Public Safety and the New Jersey Sports and Exposition Authority shall permit the operation of casino gaming, including slot machines and table games, at the Meadowlands Complex on a temporary basis by one or more holders of a license to operate a casino in Atlantic City from August 1, 2014 through August 3, 2014, the period during which the Hambletonian harness horse race will be held at the Meadowlands.  All of the provisions of the "Casino Control Act," P.L.1977, c.110 (C.5:12-1 et seq.), shall apply to the operation of the casino gaming at the Meadowlands Complex, except that the size of the gaming area shall be prescribed by the division and the authority, the gaming facility shall not be required to include sleeping units of any kind, and the division and the authority may modify other provisions of that act as necessary to accommodate the physical and technological limitations of the Meadowlands Complex and the temporary nature of the casino gaming that takes place there.

     The division and the authority may jointly adopt such regulations on an expedited basis, in the manner provided by subsection (c) of section 4 of P.L.1968, c. 410 (C.52:14B-4), as may be necessary to ensure the timely implementation of temporary casino gaming at the Meadowlands Complex.

     The State revenues derived from operation of the casino pursuant to this section shall be used for the purposes currently prescribed by law for such revenues derived from casino gaming in Atlantic City, except that the gaming shall not be subject to the investment alternative tax established by section 3 of P.L.1984, c.218 (C.5:12-144.1)

 

     2.    This act shall take effect immediately but remain inoperative until the approval by the voters of Assembly Concurrent Resolution No. 160 of 2012, or a substantially similar constitutional amendment, allowing temporary casino gaming at the Meadowlands Complex.

 

 

STATEMENT

 

     This bill provides that the Division of Gaming Enforcement in the Department of Law and Public Safety and the New Jersey Sports and Exposition Authority will permit the operation of casino gaming, including slot machines and table games, at the Meadowlands Complex on a temporary basis by one or more holders of a license to operate a casino in Atlantic City from August 1, 2014 through August 3, 2014, the period during which the Hambletonian harness horse race will be held at the Meadowlands on August 2, 2014.  All of the provisions of the Casino Control Act will apply to the operation of the casino gaming at the Meadowlands Complex, except that the size of the gaming area will be prescribed by the division and the authority, the gaming facility will not be required to include sleeping units of any kind, and the division and the authority may modify other provisions of that act as necessary to accommodate the physical and technological limitations of the Meadowlands Complex and the temporary nature of the casino gaming that takes place there.   The bill authorizes the division and the authority to jointly adopt such regulations, on an expedited basis, as may be necessary to ensure the timely implementation of temporary casino gaming at the Meadowlands Complex.

     The State revenues derived from operation of the casino pursuant to the bill will be used for the purposes currently prescribed by law for such revenues derived from casino gaming in Atlantic City, programs that help senior citizens and disabled persons, except that the gaming will not be subject to the investment alternative tax established by N.J.S.A.5:12-144.1.

     This bill provides that it will take effect immediately but remain inoperative until the approval by the voters of Assembly Concurrent Resolution No. 160 of 2012, or a substantially similar constitutional amendment, allowing temporary casino gaming at the Meadowlands Complex.
