An Act concerning the transfer of academic credits at public institutions of higher education and supplementing chapter 62 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Each four-year public institution of higher education shall adopt policies and procedures that provide for the transfer and application of academic credits earned by a student at a county college while the student is enrolled as a matriculated student of the four-year public institution of higher education.  The credits shall be applied by the four-year public institution of higher education in the same manner as credits that are transferred pursuant to the provisions of the collective Statewide transfer agreement established pursuant to section 1 of P.L.2007, c.175 (C.18A:62-46).

 

     2.    This act shall take effect immediately. 

 

 

STATEMENT

 

     Under current law, a county college student who transfers to a public four-year institution of higher education is able to transfer academic credits earned at the county college to the more senior institution, pursuant to the provisions of a collective Statewide transfer agreement.  This bill would enable a matriculated student of a four-year public institution of higher education to earn academic credits at a county college during the term of his enrollment at the senior institution and to apply his county college credits towards his degree at the senior institution.  Specifically, the bill requires each four-year public institution of higher education to adopt policies and procedures that provide for the transfer and application of academic credits earned by a student at a county college while the student is enrolled as a matriculated student of the four-year public institution of higher education.  Under the bill, the credits should be applied by the four-year public institution of higher education in the same manner as credits that are transferred pursuant to the provisions of the collective Statewide transfer agreement.
