An Act concerning the disposition of revenues from Department of Corrections telephone contracts and supplementing chapter 4 of Title 30 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  All monies received by the State under the terms of any contract for telephone services in State correctional institutions shall be deposited in the Victims of Crime Compensation Board Account.  These monies shall be used in satisfying claims pursuant to the provisions of the "Criminal Injuries Compensation Act of 1971," P.L.1971, c.317 (C.52:4B-1 et seq.).

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides that monies earned by the Department of Corrections through a contract for telephone services in State correctional institutions would be deposited in the Victims of Crime Compensation Board Account rather than the State Treasury.  Such funds would be used to satisfy victims' claims.

     The State presently realizes approximately $5 million a year in commissions from companies which provide pay phone services to inmates in correctional facilities.
