An Act requiring New Jersey Transit Corporation to study and report on platform safety issues at rail stations.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The New Jersey Transit Corporation shall conduct a study and prepare a report concerning platform safety at rail stations under its jurisdiction to determine the safety of passengers leaving and entering trains at those stations, with particular reference to the space or "gap" between the station platforms and the trains.  The study shall examine the extent of any safety problem and may make recommendations as to modification or extension of the station platforms, training of station or train personnel, and the uses of educational programs, signage or public announcements, for the benefit of passenger safety.

 

     2.    Not later than six months after the effective date of this act, the report of the findings and recommendations of the study shall be transmitted to the Governor and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1) and to the Senate Transportation Committee and the Assembly Transportation and Public Works Committee, or their successors.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the New Jersey Transit Corporation to conduct a study and prepare a report on platform safety at its rail stations, with particular reference to the space or "gap" between the station platforms and the trains.  New Jersey Transit may make recommendations as to modification or extension of the station platforms, training of station or train personnel, and the use of educational programs, signage or public announcements, for the benefit of passenger safety.  The report shall be submitted to the Governor and to the Legislature and to the transportation committees of both Houses within six months.  Recent publicity concerning accidents in which passengers have been injured by falling in the "gap" between station platforms and trains on the Long Island Railroad in New York has highlighted the importance of studying the matter of platform safety in New Jersey.
