Requires the Department of Labor and Workforce Development to establish a database of green job vacancies.

An Act creating a program to publish green job vacancies in New Jersey and supplementing Title 34 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Commissioner of the Department of Labor and Workforce Development, within 90 days of the enactment of this act, require the Center for Occupational Employment Information, established pursuant to section 27 of P.L.2005, c.354 (C.34:1A-86), to establish a database of green job vacancies in the State of New Jersey, and the identity of employers soliciting for those vacancies. In compiling the database, the department shall include vacancies that, at a minimum, meet certain green job criteria, including:
(1) contributes to the State's goals of reducing air and water pollution and the preservation of natural resources; implementing policies, procedures, or technologies that reduce, replace, or minimize the environmental impact of toxic materials and substances used in manufacturing processes or other applications; increasing use of recycled materials and alternative forms of energy or fuel with environmental benefits; and implementing open space preservation, habitat protection, or responsible land use policies and projects;
(2) uses innovative policies, procedures, or technologies that result in sound environmental practices and important environmental benefits for the State;
(3) increases renewable energy, energy conservation, energy efficiency, or energy sustainability.
The database established pursuant to this subsection shall be displayed prominently on the department's website, and shall be updated as appropriate, and the information regarding job vacancies, including the qualifications for employment, shall be made available to counselors and job seekers at all one stop career centers.
b. The Commissioner of the Department of Labor and Workforce Development may adopt, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), any rules and regulations necessary to implement the provisions of this act.
2. This act shall take effect immediately.
STATEMENT
This bill requires the Department of Labor and Workforce Development to create a program to publish green job vacancies, and the identity of employers soliciting those vacancies, in the State of New Jersey. The bill provides for the database to be prominently displayed on the department's website, and the information regarding job vacancies shall be made available to counselors and job seekers at all one stop career centers. In compiling the database, the department would include vacancies that, at a minimum, meet certain green job criteria, such as jobs that help implement policies, procedures or technologies that contribute to the State's goals with respect to the environment.
