1.1A Senate resolution
1.2urging Governor Timothy Walz to make the Minnesota National Guard available to
1.3help with the border crisis in Texas.
1.4WHEREAS, in fiscal year 2023, United States Customs and Border Protection reported more
1.5than 3.2 million migrant encounters nationwide, of which over 2.4 million were recorded at the
1.6southern border. The total number of apprehensions was almost equal to the number of births
1.7registered in the United States in 2022, at over 3.6 million; and
1.8WHEREAS, by July 2023, United States Customs and Border Protection reported that it
1.9experienced more than seven million encounters with migrants crossing the border since President
1.10Biden took office. That is the approximate population of Massachusetts, the 16th most populous
1.11state; and
1.12WHEREAS, the Border Patrol processed more migrants who entered the United States
1.13illegally in December 2023 than in any other month in the agency's history; and
1.14WHEREAS, the Executive Branch of the United States has a constitutional duty to enforce
1.15federal laws protecting the states, including the immigration laws that are currently in place; and
1.16WHEREAS, illegal immigration affects all Americans, including the people of the State of
1.17Minnesota; and
1.18WHEREAS, the Minnesota Senate stands with the State of Texas, the Texas National Guard,
1.19the Texas Department of Public Safety, and all personnel acting pursuant to their lawful authority
1.20to secure our southern border; NOW, THEREFORE,
1.21BE IT RESOLVED by the Senate of the State of Minnesota that it strongly urges Governor
1.22Timothy Walz to join the growing number of governors across the nation, and express the support
1.23of the State of Minnesota for Governor Greg Abbott and the State of Texas in their efforts to secure
1.24the southern border of the United States.
2.1BE IT FURTHER RESOLVED by the Senate of the State of Minnesota that it strongly urges
2.2Governor Walz to place a contingent of the Minnesota Army National Guard at the disposal of
2.3Texas Governor Abbot for purposes of border security.
