1.1A Senate resolution
1.2commending Cub Scout Owen Potter.
1.3WHEREAS, those who risk their lives to save others are modern day heroes, and are
1.4deserving of special legislative recognition; and
1.5WHEREAS, on June 24, 2012, Owen Potter was swimming with other Cub Scouts at
1.6Lake Independence when one of the younger boys started struggling and couldn't keep his head
1.7above water; and
1.8WHEREAS, Owen raced over to the boy, lifting the boy's head above water and kept him
1.9from drowning; and
1.10WHEREAS, Owen is ten years old and a member of Cub Scout Pack 273 in Delano; and
1.11WHEREAS, Owen received the National Certificate of Merit at the Delano Cub Scout Pack
1.12Blue and Gold Banquet on February 23, 2013; and
1.13WHEREAS, the certificate is given for lifesaving and meritorious action for outstanding and
1.14unusual acts that demonstrate heroism, skill, or bravery, and reflect Scouting ideals. The award is
1.15typically given to older Boy Scouts and it is rare for a Cub Scout to receive the award; and
1.16NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.17commends Owen Potter for his heroic effort and lifesaving action.
1.18BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.19enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.20Chair of the Senate Rules and Administration Committee, and transmit it to Cub Scout Owen Potter.
