1.1A Senate resolution
1.2honoring Baylie Chappuis on being named Minnesota's 2023 Youth of the Year by the
1.3Boys and Girls Club.
1.4WHEREAS, the Youth of the Year is the Boys and Girls Club of America's premier youth
1.5recognition program. Youth of the Year candidates are judged based on the candidates' written
1.6essays, panel interviews, and public speaking. Those who achieve this honor embody values of
1.7leadership service, academic excellence, and healthy lifestyles; and
1.8WHEREAS, Baylie Chappuis, a junior at Rochester Century High School, has been a
1.9Rochester Boys and Girls Club member for six years and employs the strengths and strategies she
1.10has learned at the Club to face adversity with confidence; and
1.11WHEREAS, Baylie's dedication to her academic success has encouraged younger Club
1.12members to find passion and purpose in their school work as well; and
1.13WHEREAS, based on her outstanding accomplishments, Baylie was named the winner at
1.14the Boys and Girls Clubs Minnesota Alliance Event on March 15, 2023, and will represent Minnesota
1.15at the Midwest Regional Youth of the Year competition in June; and
1.16WHEREAS, Baylie begins a one-year term as the spokesperson for all Boys and Girls Club
1.17members by taking part in community events and activities. In addition to competing at the regional
1.18level, Baylie and other state Youth of the Year recipients receive a college scholarship of $20,000;
1.19and
1.20WHEREAS, Baylie plans to attend the University of Minnesota Rochester to become a
1.21pediatric nurse after graduation; and
1.22NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.23congratulates Baylie Chappuis on being named Minnesota's 2023 Youth of the Year by the Boys
2.1and Girls Club and extends best wishes to her in the regional competition and in her academic
2.2pursuits at the University of Minnesota Rochester.
2.3BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
2.4enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
2.5Chair of the Senate Rules and Administration Committee, and transmit it to Baylie Chappuis.
