1.1A Senate resolution
1.2honoring the members of the Plummer Volunteer Fire Department for their prompt
1.3and professional response to a chemical spill emergency in March 2012.
1.4WHEREAS, on March 31, 2012, on U.S. Highway 59 in Plummer, Minnesota, a semitruck
1.5driver collided with a Canadian Pacific tanker train; and
1.6WHEREAS, the impact sheared the valve from one of the cars in the train, releasing
1.730,000 gallons of aromatic concentrate into a nearby ditch; and
1.8WHEREAS, the semitruck caught fire, causing an extreme danger to the city of Plummer
1.9because of the highly flammable nature of aromatic concentrate, which is used in the manufacture
1.10of industrial chemicals and plastics; and
1.11WHEREAS, Plummer firefighters were the first to respond, arriving within five to ten
1.12minutes of the first emergency call; and
1.13WHEREAS, they promptly dealt with the truck fire, called in the assistance of a regional
1.14hazardous materials team from Fargo-Moorhead, requested sand from the highway department
1.15to build a dam around the spilled chemical, and quickly and efficiently evacuated the residents
1.16of Plummer to a safe location; and
1.17WHEREAS, within ten hours the spill had been contained, the semitruck had been
1.18removed, and the residents of Plummer were cleared to return to their homes; and
1.19WHEREAS, the response to this dangerous situation is an outstanding example of effective
1.20collaboration between local police and firefighters and state emergency and environmental
1.21workers; and
1.22NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that
1.23it extends congratulations to the members of the Plummer Volunteer Fire Department for their
2.1actions on the morning of March 31, 2012, and their prompt and professional response to a
2.2dangerous situation.
2.3BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare
2.4an enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of
2.5the Chair of the Senate Rules and Administration Committee, and transmit it to Plummer Fire
2.6Chief Phil Zimpel.
