1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2012, section 127A.70, subdivision 2, is amended to read:
1.7 Subd. 2. Powers and duties; report. (a) The partnership shall develop
1.8recommendations to the governor and the legislature designed to maximize the achievement
1.9of all P-20 students while promoting the efficient use of state resources, thereby helping
1.10the state realize the maximum value for its investment. These recommendations may
1.11include, but are not limited to, strategies, policies, or other actions focused on:
1.12 (1) improving the quality of and access to education at all points from preschool
1.13through graduate education;
1.14 (2) improving preparation for, and transitions to, postsecondary education and
1.15work; and
1.16 (3) ensuring educator quality by creating rigorous standards for teacher recruitment,
1.17teacher preparation, induction and mentoring of beginning teachers, and continuous
1.18professional development for career teachers.
1.19 (b) Under the direction of the P-20 Education Partnership Longitudinal Data System
1.20Governance Committee, the Office of Higher Education and the Department of Education
1.21shall improve and expand the statewide longitudinal educational data system to:
1.22 (1) provide authorized officials of early learning programs, schools, school districts,
1.23and institutions of higher learning with access to their own student-level data, summary
2.1reports, and data that can be integrated with additional data maintained outside of the
2.2system to inform education decision-making;
2.3(2) link data to instructional management tools that support instruction and assist
2.4collaboration among teachers and postsecondary instructors;
2.5(3) enhance and expand existing high-school-to-postsecondary reporting systems to
2.6inform school and school district officials, education policymakers, and members of the
2.7public about public school students' performance in postsecondary education;
2.8(4) establish a public Internet web interface that provides nonconfidential data
2.9reports and permits queries so that parents, the media, and other members of the public can
2.10more easily access information pertaining to statewide, district, and school performance;
2.11(5) provide research and reports to the legislature that assist with evaluating the
2.12effectiveness of specific programs and that enable legislators to analyze educational
2.13performance within their legislative districts;
2.14(6) establish a system to evaluate teacher and administrator preparation programs
2.15using student academic growth as one component of evaluation; and
2.16(7) establish procedures and systems to evaluate the relationship between education
2.17programs and outcomes and employment fields, employment locations, and employment
2.18outcomes.
2.19 (c) By January 15 of each year, the partnership shall submit a report to the governor
2.20and to the chairs and ranking minority members of the legislative committees and
2.21divisions with jurisdiction over P-20 education policy and finance that summarizes the
2.22partnership's progress in meeting its goals and identifies the need for any draft legislation
2.23when necessary to further the goals of the partnership to maximize student achievement
2.24while promoting efficient use of resources.
2.25 Sec. 2. APPROPRIATION.
2.26 Subdivision 1. Department of Education. $....... in fiscal year 2014 and $....... in
2.27fiscal year 2015 are appropriated from the general fund to the Department of Education for
2.28operation of the statewide longitudinal educational data system under Minnesota Statutes,
2.29section 127A.70, subdivision 2, paragraph (b). Of this amount $....... in each year is for a
2.30grant to the P-20 Education Partnership under Minnesota Statutes, section 127A.70, for a
2.31full-time director of the statewide longitudinal educational data system. The director shall
2.32be appointed by and directly accountable to the P-20 Education Partnership Longitudinal
2.33Data System Governance Committee and shall direct the administrative work of the system.
3.1 Subd. 2. Office of Higher Education. $....... in fiscal year 2014 and $....... in fiscal
3.2year 2015 are appropriated from the general fund to the Minnesota Office of Higher
3.3Education for operation of the statewide longitudinal educational data system under
