1.1A bill for an act
1.2relating to capital investment; appropriating money for improvements to the
1.3Ordway Center for the Performing Arts; authorizing the sale and issuance of
1.4state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. ORDWAY CENTER FOR THE PERFORMING ARTS.
1.7    Subdivision 1. Appropriation. $5,000,000 is appropriated to the commissioner of
1.8employment and economic development for a grant to the city of St. Paul to construct,
1.9furnish, and equip a concert hall of approximately 1,100 seats and support spaces at the
1.10Ordway Center for the Performing Arts, subject to Minnesota Statutes, section 16A.695.
1.11    Subd. 2. State bond financed property requirements. Additional or supplemental
1.12predesign review and other requirements of Minnesota Statutes, section 16B.335, shall not
1.13apply to the Ordway Center for the Performing Arts project as a result of the additional
1.14money provided under subdivision 1. The commissioner shall provide the additional
1.15money authorized by subdivision 1 by an amendment to the existing grant agreement
1.16entered into by and between the city of St. Paul and the Department of Employment and
1.17Economic Development, pursuant to Laws 2010, chapter 189, section 21, subdivision 16,
1.18paragraph (b), dated December 24, 2012.
1.19    Subd. 3. Bond sale. To provide the money appropriated in this section from the
1.20bond proceeds fund, the commissioner of management and budget shall sell and issue
1.21bonds of the state in an amount up to $5,000,000 in the manner, upon the terms, and with
1.22the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.23Minnesota Constitution, article XI, sections 4 to 7.

2.1    Sec. 2. EFFECTIVE DATE.
2.2This act is effective the day following final enactment.
