1.1A bill for an act
1.2relating to metropolitan government; providing a process for joint governance of
1.3certain entertainment facilities in Minneapolis and St. Paul.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. MINNEAPOLIS AND ST. PAUL; ENTERTAINMENT FACILITIES
1.6COORDINATION.
1.7(a) On or before January 1, 2015, the cities of St. Paul and Minneapolis shall establish
1.8a joint governing structure to coordinate and provide for joint marketing, promotion, and
1.9scheduling of conventions and events at the Target Center and Xcel Energy Center.
1.10(b) On or before February 1, 2014, the cities of St. Paul and Minneapolis, and
1.11representatives from the primary professional sports team tenant of each facility, shall also
1.12study and report to the legislature on creating a joint governing structure to provide for
1.13joint administration, financing, and operations of the facilities and the possible effects of
1.14joint governance on the finances of each facility and each city. The study under this
1.15paragraph must:
1.16(1) examine the current finances of each facility, including past and projected costs
1.17and revenues; projected capital improvements; and the current and projected impact
1.18of each facility on the city's general fund;
1.19(2) determine the impacts of joint governance on the future finances of each facility
1.20and city;
1.21(3) examine the inclusion of other entertainment venues in the joint governance, and
1.22the impact the inclusion of those facilities would have on all the facilities within the joint
1.23governing structure and the cities in which they are located; and
2.1(4) consider the amount of city, regional, and state funding, if any, that would be
2.2required to fund and operate the facilities under a joint governing structure.
2.3(c) In considering joint governing structures under paragraph (b), the study shall
2.4specifically consider the feasibility of joining the Target Center and the Xcel Energy
2.5Center, and possibly other venues, to the Minnesota Sports Facilities Authority under
2.6Minnesota Statutes, section 473J.08.
2.7(d) Representatives of the cities and the primary professional sports team tenants
2.8of each facility shall meet within 30 days of the effective date of this section to begin
2.9implementation of this section.
2.10EFFECTIVE DATE.This section is effective the day following final enactment
2.11upon compliance with the provisions of Minnesota Statutes, section 645.021, subdivisions
2.122 and 3, by the governing bodies of the cities of St. Paul and Minneapolis and their chief
2.13clerical officers, and provided that, notwithstanding the time limits under Minnesota
2.14Statutes, section 645.021, subdivision 3, the certificates of approval are filed with the
2.15secretary of state within 30 days after enactment of this act.
